1. MAGYAR - EURÓPA 2007 - 100 ÉVES A CSERKÉSZMOZGALOM
A PostEurop tagországok minden évben szavazás útján választanak ki egy témakört, melyet valamennyien az adott évben kiadásra kerülő ún. EUROPA bélyegen jelenítenek meg. 2007-ben a tagok témaként a cserkészmozgalom fennállásának 100. évfordulóját jelölték ki.
A cserkészet egy világméretű ifjúsági mozgalom, melynek alapvető célja az ifjúság testi, lelki és szellemi nevelése, képzése. Azt szeretné elérni, hogy tagjai felnőtté válva a társadalom hasznos, cselekvőképes részévé váljanak. Bár alapjában véve ifjúságnevelő mozgalom, minden korosztály megtalálhatja benne a helyét. A 6-11 évesek a kiscserkészek, a 12-16 évesek a cserkészek, 16 éves kortól lehet valaki rover (vándor) egészen addig, míg aktívan be tud még kapcsolódni a cserkészéletbe, ha pedig már nem, akkor ún. öregcserkész lehet.
A világon – 6 ország kivételével – így összesen 216 országban élnek cserkészek. Számuk közel 40 millió fő. Hazánkban a cserkészcsapatok közti munkát országos szinten a Magyar Cserkészszövetség koordinálja.
A kísívben átlós elhelyezkedésben, két különböző bélyeg található: az egyiken vízitúrázó cserkészek, a másikon a cserkészet egyik szimbólumaként ismert, az első cserkész dzsembori alkalmával készített emlékkő látható. A keretrajzon az alapítóként ismert Lord Robert Baden-Powell félalakos portréja található. Körülötte, alnyomatszerűen a természetben táborozó, túrázó cserkészek láthatóak. Mind a bélyegképeken, mind az ívszélen megtalálható a Nemzetközi Cserkészszövetség emblémája. Az alkalmi boríték és bélyegző grafikáját további cserkészmotívumok díszítik.

Every year PostEurop member countries vote to choose a topic to appear on the EUROPA stamp issued by each country that year. In 2007 the members chose the theme of the centenary of the establishment of the scout movement.
The Scout Movement, is a worldwide youth movement with the stated aim of supporting young people in their physical, mental and spiritual development, so that they may play constructive roles in society, Although primarily it is a youth movement, it has a place for every age group. Children at the age of 6 –11 are junior scouts, between 12–16 scouts, and up the age of 16 rovers. The Rover Scouts cater for young adults and even senior scouts can continue active participation in scout life through the International Fellowship.

The miniature sheet has two different stamps diagonally positioned, one depicting canoeing scouts and the other a memorial stone, known as a symbol of the scout movement, made at the time of the first scout jamboree. In the frame of the miniature sheet there is a half-length portrait of the founder, Lord Robert Baden-Powell, with scouts camping and hiking in the countryside around him in the background.
